[SECUR32] Regression: 'QIP 2005 8095' dies before showing splash screen since r63994

    Description

      affected up to trunk head r71829

      QIP2005-regression-test.txt

      even without installed Gecko package, QIP used to start up and show its splash screen until about 50% progress.

      This regressed with r63994-code from r63993-pic to r63994-pic

      However on trunk head user won't see the message-box anymore due to drwtsn invocation. But the issue is still the same.

      attached are logs from both surrounding revisions.

      Reproduction steps
      -install Wine Gecko 2.40 from rapps
      -install Samba 1.3 from rapps
      -reboot
      -start QIP
