MmCreateMemoryArea failed during setup Django by Python3

I try to manually setup Django-1.10.5 package. I call included setup.py script. It failed with "Not enought space" error in console and following message in debug log:

(ntoskrnl/cc/view.c:597) MmCreateMemoryArea failed with c0000017 for VACB B7A55258

If I launch it again, it stops at first stage with same message. At screeshot free memory decreased more than 1 Gb at fisrt start. For second it simply reports an error.
