gdi32: Implement PATHOBJ_Xxx service routines

    Description

      We have to implement the PATHOBJ_Xxx service routines. They are currently in reactos/win32ss/gdi/eng/stubs.c as stubs.

      The PATHOBJ structure is defined in reactos/sdk/include/psdk/winddi.h.

      We also have the PATH structure in reactos/win32ss/gdi/ntgdi/path.h. Currently we can manipulate the path by PATH only.
