WScript Not Working or Not Implemented (probably part of scrrun.dll)

The message "ActiveX component can't create object" comes up when a CreateObject("WScript.Shell") function is called. The whole scrrun.dll did not work on previous versions but since build 62960 it runs OK. However, as of build 63086 WScript still does not work. It used to work in Wine, on Ubuntu...
