Set different window appearance and styles for CJK locale

The font face and font sizes, and possibly other metrics for CJK should be different from the current default in ReactOS.

For those who're not sure, window appearance and styles can be set under right-clicking desktop -> Properties -> Appearance -> Advanced.

The current defaults appears to be set in `src/boot/bootdata/hivedef.inf`:237

Attached is the registry under Windows XP SP3 zh-HK. "Windows Standard" is "Windows 標準配色" (`HKEY_CURRENT_USER\Control Panel\Appearance\New Schemes\25\Sizes\0`). Under The font showed in the settings is "新細明體", but it seems that it uses "Tahoma" in the registry.
