Make translating better available to non-programmers

For those just interested in a good translation, the current technical steps in https://reactos.org/wiki/Translation_Introduction are quite repellent. A plain, simple, 2 text box translation surface with suggestions would make that a lot easier and attract much more translators.

Alternatively an howto with publicly available tools would help, e.g. Translate Toolkit with Lokalize. This can also be seen as an offline translation.
