[shell32] Drive Properties: disable some controls when a network drive is selected

In Server 2003, the following controls are disabled on the General page whenever a network drive is selected:

• Rename drive label edit box
• Compress drive to save space
• Allow Indexing Service to index this disk for fast file searching

Except, in ROS, these controls are enabled. The following patch corrects the bad behavior.
