Spaces in shortcut target filename may change its destination

Steps to reproduce:
Create a folder with spaces in the name, like, "C:\Folder name". Place an executable in it. Create shortcut to that file path in braces.
Launching the shortcut succeeds.
Create another folder, "C:\Folder". Now the first shortcut on launch opens this folder instead of the executable.

This creates a problem with EPSON Printing software where nothing under "C:\Program Files\Epson Software" can be called by other modules while the folder "C:\Program Files\Epson" exists.
