regression of r73486 [SERVICES] empty folder "Documents and settings" is created during ros setup in german localization

    Description

      r73484 is not affected
      r73486 is guilty and from that revision and newer
      initial ros setup will always create the empty folder "C:\Documents And Settings".
      Please note, that I am using german build here, where another folder with proper contents does already exist "C:\Dokumente und Einstellungen".

      I can delete the empty folder, it will not be recreated upon reboot.
