Run window takes a parameter incorrectly

I created the simplest batch-file (1.bat) to test the Run window. When it starts the first parameter is displayed (1.png).
So, if you specify a path in quotes, one quote gets into the END of parameter (2.png and ros.log). Then I increased the number of parameters to three. The quote appears only on the last parameter (3.png).
If you run this file from the command line, the quote is not added (4.png), so I assume that the problem is in the Run window
