Attempt: provide indexed case for NtGdiCreateHalftonePalette

Irony that this palette optimization is O(n^2) long, that may lag, which is opposite of optimization.
May be tested with 1C Repetitor 1.x, which uses that function at start. Strange that it still launches instantly..
