Startmenu can not be opened in LiveCD when configured with -DI18N_LANG=de-DE

0.4.11-dev-190-g2114a2f gcc dbg windows-build is affected.
Very old SVN r75606 is affected as well

I can not open the Startmenu in LiveCD only. When I click it "nothing" happens and ros logs each time that single line:

traywnd.cpp:2768: Unexpected failure 80004005.

Necessary trigger is to configure with -DI18N_LANG=de-DE
If you compile all languages into the iso, it won't happen.
