build Dependency tracking seems to be broken

When creating a bootcd by modifying just one file (so not a clean build),
the modified component (dll or exe) does not seem to be added to the reactos.cab

Most likely this is caused by the recent cmake changes:

Building on windows with msvc / ninja (Not sure if that is relevant)
