PATCH: format: C: formatting can be run while reactos is active

while reactos is active you can run the command "format c:" saying yes to the subsuquent warnings then throws a few error messages and strange output... and aparently doesn't delete anything.

On restart you'll discover that the partiontable has been deleted(or scrambled). You now have an unbootable disk.
