Network settings done with ncpa.cpl aren't saved correctly

I enter static IP, Gateway and DNS Server addresses in ncpa.cpl.

When I click on "OK" and then open the dialog again, the fields Gateway address and DNS Server address are empty.
But the network settings I entered before still work.

When I then reboot ReactOS, all the network settings are gone. I cannot access the Internet anymore and when I open ncpa.cpl, all the fields are empty and "Obtain IP address automatically" is enabled.
