the patch
This is a Romanian translation update for ReactOS. Changes made:
- following discussion on Wine mailing list, changed Revocare (Cancel) to Anulare in the other translations because it's easier to understand
- added translation for display properties dll/cpl/desk/lang/ro-RO.rc. It's UTF-8 encoded (I've explained the reason why I must save them in UTF-8 earlier) so please convert it before commiting.
