Incorrect code page output in shutdown.exe (Russian locale)

Created an attachment (id=4080)
This is the patch to resolve problems.

Incorrect code page output in shutdown.exe (Russian locale) and two places with memory freeing missing.

I corrected this problem and made a little correction in Russian resources to have nice output messages.
