Regression: Can't restore minimized windows

    Description

      Official 41838.
      Run for example device manager: start -> run -> devmgmt
      Now click on minimize, now click on its button on the taskbar to restore it. The window doesn't appear.

      This is a regression that I tracked down to 41772. In 41762 I can minimize and restore devmgmt all the time.
