comctl32 rebar doesn't work properly

if you try to change the position of topmost left (first) ruler starting with right direction, the size of the whole rebar is decreased until minimal size, afterwards it's locked and can't be changed anymore. This bug appears for example in explorer (shell mode and file manager mode) with all rebar bands.
