GetShellWindow() returns != NULL even if explorer.exe is closed

    Description

      GetShellWindow() returns != NULL even if explorer.exe is closed.
      This prevents explorer_new from working if explorer.exe is killed with Task Manager and then explorer_new is ran.
      The case if explorer.exe is never executed (for example is starting directly with explorer_new as shell) was not tested.
