patch for dll/keyboard/kbdlv/kbdlv.c
Original ReactOS Latvian keyboard layout is totally wrong.
In Windows, at least 2000 and XP, and most linuxes, latvian symbols are typed by
pressing a modifier key and a QUERTY key that looks closest to required symbol. For example, unicode 0x101 is on A key, unicode 0x10d is on C key, and so on.
This allows using normal querty keyboard without drawing on keys 
and it is common in latvia. Original ReactOS layout contains somewhat strange, and I never seen that layout before.
Attachement fixes this problem.
