taskmgr can't be brought back to focus in Slovak

1. when taskmgr is running (and minimized) and you press CTRL+ALT+DEL and you want to run taskmanager --> nothing happens
2. when taskmgr is running (and minimized) and you run it from console --> nothing happens

This is serious problem if you really need the taskmanager for something like kill or run new process (and there is fullscreen application which does not response or there is no running explorer)... in this case taskmanager must restore itself from minimized state and should have focus on top
