PATCH: explorer-new: change workarea size

Created an attachment (id=5642)
allows the shell to change workarea

This patch will change the work area size as the explorer shell does.
It will work as it should when auto-hide is on and off.(auto-hide can only be changed in registry at the time this was submitted.)
