sysdm.cpl: Minor changes to the Startup and Recovery options dialog resource

Add the ES_AUTOHSCROLL flag to the edit box where the user enters the dump file,
do that the user can enter long path/file names. Also add WS_VSCROLL to the default
operating system combo box, so it does not look like some entries are missing if
the list needs scrolling.
