Right clicking on the speaker in the system tray does nothing

In the old explorer, when the user right clicked on the speaker in the system tray, a menu would pop up with options to adjust audio properties. In the new explorer, nothing happens. I am testing with revision 65803. I have attached a picture of what the old explorer menu looks like.
