[APITESTS][SHELL32] Add tests of OpenAs_RunDLL

We implement shell32 OpenAs_RunDLLA, and OpenAs_RunDLLW functions.

To validate correctness of these functions, it's better to add the tests for them.

In my idea, the test program will create another thread to watch GUI.
