required installation size during MS Excel Viewer 2007 setup shows negative value

This happens only when ros is installed in german localization
(which will lead to a totally different Excel Viewer setup binary being downloaded compared to eng)

Those results changed multiple times in the past and in one case (72495 not even gave me consitent results
with the same revision)
Regression-Testing is not an efficient way to analyse this.
Eventually we can create a test for that stuff somehow as this seems very volatile...

I can not prove until now that we see a regression here.
