[chcp] Put command into separate program

Seeing how in Server 2003 that the chcp command is in a separate program instead of a part of the command prompt, I have decided to do just that. It seems to compile with no errors, and also seems to function correctly, but please make sure that it works properly anyways just in case.

NOTE: In order to properly test this utility, please make sure that you disable INCLUDE_CMD_CHCP define in the command prompt program first (config.h). Otherwise, you will be testing out the version built into the command prompt.
