CRT aborts do not call UnhandledExceptionFilter

The C run time is capable of generating signals, and exceptions, specially there is a function called abort (https://msdn.microsoft.com/en-us/library/k089yyh0.aspx) that terminates applications. On Windows(R) operating systems the CRT creates an exception frame to be able to call into the UnhandledExceptionFilter function in kernel32, which is responsible for handling all abnormal application exits and calling the error reporting application. This is currently missing in reactos.
