HxD 2.5.0.0 shows a horizontal scrollbar that should not be there

HxD 2.5.0.0 from rapps shows a horizontal scrollbar, that should not be there.
I can interact with that scrollbar, so this is not just a drawing glitch.
The bar is really there.

Expected result
2k3sp2_ok.webm shows no such bar

which proves, that we did not introduce this bug with our recent patches of the drawing, but it was existing for much longer already.
