Our desk.cpl does not start on Windows XP (again)

    Description

      Basically a clone of ticket CORE-15412, but now it's regressed in 0.4.15-dev-2897-gc3da00c.

      It turns out Windows XP does not have SetupDiRestartDevices function. It's also confirmed the applet does start on Windows Server 2003 R2 without problems.

      Before this commit our desk.cpl starts on Windows XP without problems. After this commit it just does not start (no error displayed).

      This problem blocks cross-testing desk.cpl on Windows, so I cannot test some other tickets due to it.
