Open Desktop properties
Minimize all using Win + D : Desk.cpl gets minimized
(at this point, desk.cpl is "locked" in minimized state, neither ALT+TAB nor click on Taskbar is able to restore the window)

Desk.cpl is affected, same for keyboard, mouse...

Only option it to "kill" associated rundll process using TaskMgr
