Minimizing and maximizing windows without explorer.exe

On Windows, if you minimize the window when Explorer.exe is not running, the window will collapse into a small rectangle. In ReactOS, it will collapse to nowhere.

Also, adding this fixes the problem that in LiveCD you can minimize the window with the choice of language and not expand it anymore (Though I came up with a better solution for this problem - CORE-18882)
