Regression: ERROR_BAD_IMPERSONATION_LEVEL during installation in several programs

Tested in bootcd-39648-dbg.iso.

The installation doesn't work, it gives an error:

The file 'C:\DOCUME~1\ADMINI~1.REA\LOCAL_~1\Temp\GLF5c97.tmp' could not be opened.
Please check that your disk is not full and that you have access to the destination directory.
ERROR_BAD_IMPERSONATION_LEVEL - Either a required impersonation level was not
(the rest is missing).

This program was working some months ago, I'll try to tell at least a revision where it worked.
