rules.mak - PREFIX is not necessarily "mingw32-" on Linux

My Debian mingw package installed mingw binaries as i586-mingw32msvc-* instead
of mingw32-*, so I had to change PREFIX in rules.mak to make things work.

I guess there should be a more straightforward way to change that (in "config"
or somewhere?).
