[COMDLG32] Use proper initial open/save folder (not system32)

    Description

      The default save folder for Wordpad, MSPaint, and Notepad is system32. That will be confusing for users, and is not typical MS Windows behavior. Either the programs can be updated, or the shortcut "start in" path can be modified.
