Enhancement to Notepad

I've created a patch that enhances ReactOS's notepad in two ways:

1. Implements the Encoding field when you save, allowing the user to save as
ANSI, Unicode or UTF-8
2. Invoking 'Save As' after saving or loading a file will default to the
earlier filename

This is my first patch to ReactOS; I hope that I am not submitting this improperly.
