PATCH: Implement nsplookup-functioncs at mswsock

I played around with implementing mswsock.dll. I don't know if i did the right way. But it works for me under win2k3. Tested with
"ws2_32_apitest getaddrinfo". (Only 5 Tests do not work).

Under reactos it works only with new ws2_32_new.dll (renamd als ws2_32.dll).

I hope this code is useful, so i attached it here.

Some functions are copied and modified from old ws2_32 "ns.c".
