APC_INDEX_MISMATCH in 2nd stage when running with 64 MB RAM

    Description

      The NtPlugPlayControl call that's supposed to start the pcnet driver fails with APC_INDEX_MISMATCH.
      It prints things like:
      (..\..\drivers\network\dd\pcnet\pcnet.c:444) Backing off buffer count by 8 buffers due to allocation failure
