Add missing desktop.ini files

Since 68828 added in the code to use desktop.ini files, we need to add them it. We should try to create them in the default user directory so the files are copied when user accounts are created. We need the files in the following folders:

• Favorites - icon 44
• My Pictures - icon 236
• My Music - icon 237
• My Videos - icon 238
• Recent folder - icon 21

We also need to set the system attribute for these folders.
