.scf files support is missing

shell command files are responsible for different shell commands such as "open explorer" and "minimize all windows".
Normally they get an icon, which is specified inside their content.
They are also the reason why the explorer on Win2k3 has a different icon for its shortcut than for its executable.
ReactOS only shows the default (blank paper) icon for them.

EDIT: Sadly I only found two sources about such kind of files, which are both in German, but Google translator will be your friend
