    Description

      3.A intl.cpl: Changing the "System Locale" ("Language for non-Unicode programs") only changes the font substitution.

      It is supposed to change HKLM\SYSTEM\CurrentControlSet\Control\Nls\Language\Default (which represents the "System Locale") and the Codepage settings (ACP/OEMCP/MACCP).
