shell32: Wrong user folder created after restart

When you have a fresh ROS installation there is only the normal "Documents and setings" folder on C:
When you restart, there will be also a folder 'users' with a subfolder 'my documents'.

Sometimes, I can not exactly reproduce it, there are also garbage files in startmenu, my documents and similar places

both seemed to be caused by smiley' recent shell work
