[shell32] start menu button context menu has 2 entries for properties

not recently introduced, has been like this for at least half a year....

right click explorers 'start button'

you'll see 2 entries for 'properties' when there should be only one.

The second is working as expected.

The first does 'nothing' but gives.

Can we suppress the first 'properties' from being shown in the context menu?

IIRC ros explorer started on XP does not show the issue, therefore I guess it's within shell32 (or even deeper...)
