Fix Santiago timezone in ReactOS time settings

    Description

      In January 2015 the Chilean Ministry of Energy decreed the end of the Daylight Saving Time in Chile. Therefore, Continental Chile's new timezone is GMT-03:00, but in the ReactOS timezone list, it is yet GMT-04:00 (Search by Santiago's timezone).
