Display a warning on browsing an unready drive

    Description

      In Windows, if I click on an unready drive, it will prompt me to inset and disk and then nothing will happen (won't browse the drive). In ReactOS, the explorer will browse to the drive regardless of the drives status and will not prompt the user. Most commonly see with a cd drive with no CD inserted.
