[shell32] Shell dialog issues

In ReactOS, both shortcut properties and folder options appear in the taskbar. In XP, they do not appear. Also, none of the dialogs have icons when Alt-Tabbing. For the shortcut properties, it the window icon should be the same one as displayed in the picturebox under the General Tab. Same with Folder Options. It should be the same as the icon in Control Panel.

The title could be a bit better but I couldn't think of one. Also, the folder options dialog needs some love but that's for another ticket.
