[explorer] Set taskbar properties icon

In XP, the taskbar properties window has an icon in the Alt-Tab menu but not in the titlebar. ReactOS does not have it set. trayprop.cpp.patch SHOULD fix it but it doesn't work in Windows or ReactOS.
