Icmp* functions in wrong DLL

    Description

      In Windows XP and later, the set of Icmp* functions exist is iphlpapi.dll, with icmp.dll forwarding to them. ReactOS still uses the Windows 2000 implementation, with them existing in icmp.dll and iphlpapi.dll depending on it.
