desk.cpl can not longer be opened via control panel after installing DosBlaster from Rapps

official r69926 gcc dbg is affected on VBox 4.3.34
is reproducable - tried multiple times

log shows:

err:(../../dll/win32/shell32/shlexec.cpp:1403) failed to get data object

running desk.cpl from cmd is still fine...

steps to reproduce:
see react.log for whole process:
ros setup,
then opening desk.cpl via control panel (is working),
then installing DosBlaster form Rapps (no need to start it after setup)
then opening desk.cpl via control panel will fail.

Reboot afterwards does not fix the issue.

Most other control panel applets (except fonts,administrative tools, network connections, folder options) and launching taskmgr via right click on taskbar are broken too then...

Uninstalling DosBlaster is also not possible, because it is detected as running even after reboot

In other words: Installing DosBlaster totally screws up the whole system
